would be impacted by the access road. If delta button celery is identified in this <br /> area, mitigation shall be provided as designated by the USFWS. <br /> 8. A mitigation plan shall be developed and submitted to and approved by the <br /> County and the California Department of Fish and Game prior to construction <br /> which provides for development of wetland habitat to compensate for any of the <br /> freshwater marsh that would be impacted by the access road construction. This <br /> mitigation shall involve expansion of the existing freshwater marsh and provide <br /> for no net loss of wetlands. <br /> 9. To reduce the potential for impact to water quality and fisheries from bank <br /> erosion, bridge construction shall be conducted to minimize constriction of the <br /> channel and prevent a decrease in flood carrying capacity of the Mokelumne <br /> River. <br /> 10. To mitigate for the impact to riparian habitat along the route of the proposed <br /> access road and bridge, disturbed scrub, freshwater marsh north of the <br /> Mokelumne River, and grassland with scattered trees in the borrow area the , <br /> following mitigation shall be provided: <br /> On the north side of the Mokelumne River, a 100 foot buffer from the <br /> northern edge of the riparian corridor (as defined by the outer canopy <br /> edge of the Riparian Overstory) shall be developed to provide additional <br /> habitat and screen the riparian corridor from operations at the processing <br /> facility and future agricultural activity. This buffer shall extend the <br /> length of the area proposed for reclamation north of the river. This <br /> buffer shall include preservation of the freshwater marsh area. A <br /> revegetation plan utilizing native trees and shrubs shall be developed to <br /> provide effective screening from mining and agricultural activities, and <br /> enhance wildlife habitat within the buffer zone. This plan shall be <br /> prepared by a qualified biologist and submitted to the County for <br /> approval prior to project construction. <br /> At a minimum, the revegetation plan shall replace lost trees within the <br /> riparian corridor by planting trees within the buffer as follows: <br /> Replacement at a ratio of five to one shall be required for valley <br /> oaks and three to one for other native trees six inches or greater <br /> in diameter, measured at 4.5 feet above ground level. <br /> Replacement trees shall be one to five gallon trees with drip <br /> irrigation provided for a period of three years. <br /> 3.4 Transportation <br /> 3.4.1 Setting <br /> The major roadways in the project vicinity are State Routes 88, 12, and 99. <br /> State Route 88 is an important route extending from State Route 99 in Stockton to the <br /> Lake Tahoe region, going through Lockeford, Clements and Jackson.
