DEVELOPMENT COMMITTEE
ER-90-8
PAGE FOUR
16. The route of the access road and bridge through the riparian
corridor shall be adjusted to avoid removal of Valley Oak
trees and Elderberry plants. If these species cannot be
avoided, a survey shall be conducted by a qualified arborist
or biologist once the final alignment of the bridge and access
road has been staked. Each Valley oak that will be removed
shall be mitigated for at a rate of five to one. These
replacement trees shall be five gallon trees planted along the
Mokelumne River, in the area where the existing bridge will
be removed, to enhance the riparian vegetation in that area.
Any elderberry that would be impacted by the bridge and access
road shall be relocated within an unimpacted area of the
riparian corridor according to USFWS specification. All
details shall be shown on the Grading Plan. It shall be the
responsibility of the applicant to install all plants prior
to the initiation of the use. The applicant shall be
responsible for the maintenance and protection of said plants
during the life of the project' s approval.
17 . Prior to construction of the access road and bridge, a survey
shall be conducted by a qualified wildlife biologist to
identify any raptor nests in the riparian corridor within 100-
feet of the area to be disturbed. If raptor nests are
identified in this area, no construction should be conducted
during the nesting season for these birds. Any such raptor
nest shall be shown on the Grading Plan.
18. Prior to construction of the access road, a survey shall be
conducted for the presence of Delta button celery plants in
that portion of the freshwater marsh that would be affected
by the access road. If delta button celery is identified in
this area, mitigation shall be provided as designated by the
USFWS. The survey shall be conducted by a qualified
biologist. The location of all identified plants shall be
shown of the Grading Plan.
