associated farm buildings lie approximately 3/4 mile west of the processing facility.
Another residence lies approximately 3/4 mile to the north of the processing facility, on
the east side of Linn Road.
Uses on the processing facility site consist of rock crushing and separating
machinery, asphalt mixing machinery, tailings mounds and associated storage and
processing equipment.
3.8.2 Impacts
Quarry Site
The proposed quarry operation is consistent with the AG-40 zoning for the
County of San Joaquin and the uses allowed within that district. The quarry site,
however, lies within 300 feet of residential uses in the town of Clements and commercial
uses lie within 1,000 feet of the site. Several of the residences are permanently occupied
units which are close enough to the proposed extraction site which would make them
susceptible to noise and visual impacts of the project activity (see sections 3.6 and 3.9).
The quarry activities proposed would be anticipated to extend for approximately
10 years and would be conducted in two phases, each extending for approximately 5
years. Each phase is scheduled to be undertaken in sections.
Residences nearest the proposed quarry site are located approximately 300 feet
from the southern site boundary and approximately 2,700 feet to the northern site
boundary. If the 20.64 acre potential residential area located on the knoll bordering the
southwestern portion of the site is developed, units may be as close as 200 feet from
quarry activities, and as far away as approximately 2,000 feet when quarry operations
are at the north end of the project site, i.e., Phase I1.
Because of its proximity to existing residential and commercial uses, and to
residentially zoned uses, the quarry site would be inconsistent with the guidelines of the
Draft General Plan which state that land uses should be appropriately located to be
compatible with their surroundings.
Processing Facility
99
