The processing facility is consistent with the AG zoning district for the County <br /> of San Joaquin and the uses allowed within that district. The activities carried out at the <br /> existing processing facility would not change under the proposed program operations. <br /> This site would thus have no impact on land use in the site vicinity. <br /> 3.8.3 Mitigation Measures <br /> Use of proposed site for resource extraction would be a long term use that <br /> would, without mitigation, be incompatible with the existing residential and commercial <br /> uses, and residentially zoned areas within the town of Cledients, due to noise and visual <br /> impacts. These impacts could be mitigated to less than significant levels by <br /> implementing the mitigation measures recommended in the "Noise" and "Visual <br /> Resources" sections of this EIR. <br /> 3.9 Visual Resources <br /> 3.9.1 Setting <br /> Quarry Site <br /> The proposed quarry site is in a rural, agricultural area adjacent to the town of <br /> Clements. The site is in a low-lying area which is an extension of the Mokelumne River <br /> floodplain. The topography of the site is relatively flat with a slight rise in the center. <br /> At present, the property is cultivated for row crops and walnut trees. No structures <br /> exist on the site. <br /> The quarry site is bordered on the south by bluffs that rise approximately 50 feet <br /> above the property. Views of the site are particularly prominent from an undeveloped <br /> portion of the bluff that extends out into the site. Views from the edge of this portion <br /> of the bluff provide a panorama of the agricultural "valley" and the lower river bed to <br /> the north. <br /> The bluffs are sporadically vegetated with Oak trees. The largest stand of oak <br /> trees occurs where the site is closest to residential and commercial buildings in the town <br /> of Clements. While this stand limits the view of the site from portions of the town, the <br /> 100 <br />
