8.0 MITIGATION MONITORING PROGRAM <br /> Assembly Bill 3180 became law in California on January 1, 1989. This bill <br /> requires all public agencies to adopt monitoring or reporting programs when they <br /> approve projects subject to Environmental Impact Reports (E1Rs) or negative <br /> declarations that identify significant impacts. The reporting or monitoring program must <br /> be adopted when a public agency makes its findings for EIRs so that the program can be <br /> made a condition of project approval. The program must be designed to ensure <br /> compliance during project implementation so that significant environmental effects will <br /> be mitigated or avoided. <br /> This Monitoring and Reporting Program is designed to serve as a tool for the <br /> evaluation of project compliance with mitigation measures recommended in the Claude <br /> C. Wood Quarry EIR. County costs involved with the proposed mitigations include <br /> review of plans submitted by the applicant, and mitigation monitoring requirements. <br /> The County shall have the option of requiring the applicant to incur these financial <br /> responsibilities. This can either be through reimbursement to the County or by use of a <br /> third party consultant approved by the County. <br /> 8.1 GeoloQv and Soils <br /> Mitigation I. - To minimize Nvater and wind erosion, temporary revegetation shall be <br /> conducted in areas where aggregate extraction is complete, with the exception of the <br /> area of active excavation (100 to 200 foot wide strip). A temporary revegetation plan <br /> shall be submitted to and approved by the County and the U.S. Soil Conservation Service <br /> prior to project construction. <br /> Implementation Responsibilities: <br /> - Applicant provides the services of a qualified biologist to design an appropriate <br /> revegetation plan. <br /> - County Planning Department reviews the plan and approves it or requires <br /> modifications. <br /> - Applicant implements approved plan <br /> IIS <br />
