8.0 MITIGATION MONITORING PROGRAM
Assembly Bill 3180 became law in California on January 1, 1989. This bill
requires all public agencies to adopt monitoring or reporting programs when they
approve projects subject to Environmental Impact Reports (E1Rs) or negative
declarations that identify significant impacts. The reporting or monitoring program must
be adopted when a public agency makes its findings for EIRs so that the program can be
made a condition of project approval. The program must be designed to ensure
compliance during project implementation so that significant environmental effects will
be mitigated or avoided.
This Monitoring and Reporting Program is designed to serve as a tool for the
evaluation of project compliance with mitigation measures recommended in the Claude
C. Wood Quarry EIR. County costs involved with the proposed mitigations include
review of plans submitted by the applicant, and mitigation monitoring requirements.
The County shall have the option of requiring the applicant to incur these financial
responsibilities. This can either be through reimbursement to the County or by use of a
third party consultant approved by the County.
8.1 GeoloQv and Soils
Mitigation I. - To minimize Nvater and wind erosion, temporary revegetation shall be
conducted in areas where aggregate extraction is complete, with the exception of the
area of active excavation (100 to 200 foot wide strip). A temporary revegetation plan
shall be submitted to and approved by the County and the U.S. Soil Conservation Service
prior to project construction.
Implementation Responsibilities:
- Applicant provides the services of a qualified biologist to design an appropriate
revegetation plan.
- County Planning Department reviews the plan and approves it or requires
modifications.
- Applicant implements approved plan
IIS
