Monitoring: <br /> -If mitigation is required County shall ensure that mitigation is implemented. <br /> Mitigation 8. - Depending upon the actual groundwater levels encountered at the gravel <br /> extraction site, topsoil or other material (as approved by the USDA SCS) shall be added <br /> to raise the elevation so that the root zone of crops will not be subjected to saturation <br /> conditions under the reclamation plan. The USDA SCS shall approve the required <br /> amounts and location of additional material to be added. <br /> Implementation Responsibilities: <br /> -Applicant submits plan to the County Planning Department to mitigate potential <br /> adverse impact on agriculture due to shallow groundwater. The plan shall <br /> include a proposed implementation schedule. <br /> -County reviews plan in consultation with the USDA SCS and either approves plan or <br /> requires modifications. <br /> -Applicant implements approved plan. <br /> Schedule: <br /> -The plan shall be submitted and approved by the County prior to initial project <br /> construction. <br /> -The plan may be submitted as part of the detailed project reclamation plan. <br /> Monitoring: <br /> -County shall inspect final reclamation to ensure that it is conducted according to the <br /> approved plan. <br /> Mitigation 9. - A reclamation plan for the project shall be submitted to and approved <br /> by the County and the California Division of Mines and Geology prior to project <br /> operation as required under the Surface Mining and Reclamation Act of 1975 (SMARA). <br /> F <br /> 125 <br />
