On the north side of the Mokelumne River, the reclamation plan shall include grading <br /> and drainage patterns which will conduct surface runoff towards the large stock pond in <br /> the southwest corner of the site. Grading and drainage facilities shall be implemented so <br /> as to maintain current runoff levels to the wetland area. <br /> The applicant must also obtain a permit to conduct surface mining operations from the <br /> County (as lead agency under SMARA). <br /> Implementation Responsibilities: <br /> -Applicant's engineer prepares and submits proposed reclamation plan. <br /> -County and California Division of Mines and Geology review reclamation plan and <br /> either approve it or require modifications. <br /> -Applicant implements approved reclamation plan. <br /> Schedule: <br /> -Reclamation plan shall be submitted to and approved by the County prior to initial <br /> . development of the project. <br /> Monitoring: <br /> -County shall inspect final reclamation to ensure that it is conducted according to the <br /> approved plan. <br /> -County shall ensure that surface mining permit is obtain in accordance with SMARA. <br /> Mitigation 10. - To ensure that extraction of 10,000 gallons per day of groundwater will <br /> not impact adjacent wells, a qualified groundwater hydrologist or hydrogeologist shall <br /> conduct an evaluation of the potential impact on existing local groundwater wells. The <br /> selection of the individual or firm to conduct the evaluation shall be subject to approval <br /> by the County and the California Department of Water Resources. The evaluation shall <br /> determine the potential drawdown and area of influence of the extraction from the <br /> project well.
