SU-89-2 <br /> September 9 , 1988 <br /> Page Three <br /> Sewage Disposal - Septic tanks . <br /> Water Supply - A water system serving the entire <br /> development shall be provided by an <br /> existing agency , or by a new district <br /> formed in accordance with Section <br /> 9- 10004 . <br /> Storm Drainage - Drainage shall be provided by a public <br /> drainage system serving the entire <br /> development . <br /> An alternative to providing the above listed services would be for <br /> the applicant to pursue annexation into the Lockeford Community <br /> Service District . This option should be pursued if expansion of the <br /> Lockeford Community Plan is proposed . <br /> It 's noted in the application that terminal drainage to Bear Creek is <br /> being proposed . The applicant should be aware that an EIR prepared <br /> for a project upstream of the proposed development indicated that the <br /> runoff would add to the cumulative flooding impacts in the lower <br /> reaches of Bear Creek. <br /> Summary <br /> To summarize the above discussion , there are several key concerns <br /> relevant to the proposed project . First , the establishment of a new <br /> rural residential designation is inconsistent with General Plan <br /> policy. To pursue a General Plan Map Amendment from Agriculture and <br /> Conservation to Rural Residential would also necessitate a General <br /> Plan Text Amendment . In addition , environmental concerns that would <br /> have to be addressed would include the loss of 253 acres of <br /> productive agricultural land , potential conflict with existing land <br /> use in the area , and cumulative flood impacts . Though an Initial <br /> Study has not been done , these factors , and others that may be <br /> identified later , indicate that preparation of an Environmental <br /> Impact Report is likely. <br /> If the applicant believes this project is timely and appropriate for <br /> the Lockeford area , staff would recommend that the applicant pursue <br /> expansion of the Lockeford General Plan area as part of the General <br /> I Plan update process . <br />
