They would like to have the owner participate in interchange fees <br /> for future signalization or interchange improvements. On-street <br /> parking is a problem. Trucks parking on Lathrop Road would block <br /> vision of drivers southbound on Harlan Road turning onto Lathrop <br /> Road. She said that the Phase 2 parcel should be temporarily <br /> blocked off to prevent trucks parking there and creating a dust <br /> hazard. She said action should be taken based on the traffic <br /> impact analysis once it is completed for the Verner property down <br /> the road. <br /> Comm. Sandra Carter asked what is the concern about the sign. <br /> Ms . Ojeda said the sign should be 35 feet above the road, not <br /> above the overpass . <br /> Jim Schaffer , neighboring property owner , said he has a hard time <br /> turning right from Harlan Road onto Lathrop Road to get to I-5 . <br /> He said the project would generate more traffic and make it even <br /> more difficult . <br /> REBUTTAL: <br /> Mr . Madoski said the ordinance permits the sign in the H-S zone <br /> to be 35 feet above the overpass. The issue tonight is whether <br /> or not you can sell groceries in a mini-mart grocery at a gas <br /> station. The gas station is already a permitted use and is sub- <br /> ject only to a Development Plan. He said an island in the middle <br /> of the driveway would take away from the width needed for certain <br /> vehicles such as recreational vehicles. They plan to put an over- <br /> sized concrete pad 'around the gas pumps . They also plan to put in <br /> electronic measuring devices . Two driveways on Lathrop would be <br /> more confusing than one driveway. A temporary barricade for the <br /> vacant Phase 2 parcel would not be a good idea. There is the <br /> potential for vandalism, and trucks would still find a way to <br /> park there. <br /> PUBLIC HEARING CLOSED: <br /> Comm. Gillispie agreed that two driveways off of Lathrop Road <br /> would be unnecessary. <br /> Tom Walker , Deputy Director , said that there is a potential for a <br /> traffic problem at this interchange . We do not have a mechanism <br /> in place at this time to collect interchange fees to address the <br /> problem. <br /> Comm. Bozzano said he could not support the project because of <br /> the potential traffic problems . <br /> MOTION: <br /> Moved, seconded (Gillispie-Morri ) , and approved by a majority <br /> roll call vote to approve the Negative Declaration, direct the <br /> Clerk to file a Notice of Determination, and approve Use Permit <br /> Application No . UP-87-16 based on the findings in the staff <br /> PC : 8-20-87 - 3 - MINUTES <br />
