Box 5059 <br /> San Ramon, California 94583-0959 <br /> Subject: Response to 21 April 1995 RWQCB Letter <br /> Alden Park <br /> Tracy, California <br /> Dear Mr. Culbertson: <br /> This letter provides a response to the 21 April 1995 letter from Mr. David Jenkins of the California <br /> Regional Water Quality Control Board—Central Valley Region(RWQCB)regarding the 31 January 1995 <br /> "Revised Work Plan for Additional Site Characterization, Alden Park, Tracy, California" prepared by <br /> Geomatrix Consultants, Inc. (Geomatrix) on behalf of Chevron Pipe Line Company (CPL). Enclosed <br /> with the 21 April 1995 RWQCB letter was an 11 April 1995 memorandum from Dr. Ned Butter of the <br /> State of California Environmental Protection Agency—Department of Toxic Substances Control(DTSC) <br /> to Mr. Jenkins. The DTSC is providing consulting services in risk assessment to the RWQCB for the <br /> Alden Park site to support the regulatory efforts of the RWQCB. The 21 April 1995 letter and 11 April <br /> 1995 memorandum contain comments that require a response; each specific comment and Geomatrix's <br /> response to the commeist are presented below. <br /> 1. Also, as far as the groundwater sampling is concerned,please explain why you propose to sample <br /> only 10 of the 18 monitoring wells. <br /> Eighteen wells(MWl-KJC and MW-1 through MW-17) have been installed at the site. At the time the <br /> revised work plan was prepared, only 10 of the 18 wells were available for groundwater monitoring for <br /> petroleum hydrocarbon constituents for the following reasons: <br /> • Separate-phase hydrocarbon has accumulated on the groundwater surface inside the casing <br /> of wells MW-1, MW-3, MW-15 and MW-16. <br /> • Well MW-6 is not accessible for groundwater sampling because of bioventing equipment. <br /> • Groundwater monitoring wells MWl-KJC,MW-4, and MW-8 cannot be located. Chevron <br /> is currently attempting to locate these wells; if the wells are found and are not damaged, <br /> they will be sampled.
