PLANNING COMMISSION MINUTES <br /> SEPTEMBER 15 , 1988 <br /> 4 . USE PERMIT APPLICATION NO. UP-88-16 OF ROBERT RONYAK (C/O STEVE <br /> HERUM & MICHAEL QUARTAROLI ) for a 300-head cattle feedlot, and a soil <br /> amendment operation. The property is located on the west side of <br /> McKinley Avenue, north of the State Route 120 bypass , south of <br /> Manteca. (District 5 ) <br /> Harry Islas, Associate Planner , introduced a staff report into the <br /> area. He asked that Condition Nos . 2 (d) and 5 (a ) be amended to read <br /> as follows: <br /> Condition No. 2 (d) : Coffee grounds are not to create a vector or odor <br /> nuisance. The importation of coffee grounds is to cease once the <br /> existing on-site stockpiles of soil are eliminated. <br /> Condition No. 5 (a ) : This permit shall expire not later than six years <br /> from the effective date of application approval. <br /> James Miller , Local Health District, gave a brief report of the <br /> Local Health District files concerning the activity on the property. <br /> In 1980 there was a complaint on flies; 1981 - flies; 1982 - no <br /> complaints; 1983 - complaint on garbage; 1984 - no complaints; 1985 no <br /> complaints; 1986 2 complaints; 1987 - 9 complaints on odors (from 3 <br /> people ) . This was a valid complaint in that the silage had putrified. <br /> That silage had been spread over the 17 acres. The complaints were <br /> justified. In 1988 - 2 complaints on odor. <br /> Mr. Miller said that concerning Condition No. 2 (e ) , on September 14 , <br /> 1988 , the Local Health District inspected the animal feed yard opera- <br /> tion and found no excessive fly breeding and no odor problem. Mr . <br /> Miller pointed out that the inspection was made during the day and <br /> that people who have complained have said that the problem is at <br /> night. <br /> Staff submitted the following letters to the Commission: <br /> California Regional Water Quality Control Board, Central Valley <br /> Region, dated 8/26/88 <br /> San Joaquin Local Health District, Air Pollution Control District, <br /> dated 8/23/88 <br /> PUBLIC HEARING OPENED <br /> PROPONENTS: Steve Herum, Attorney, representing Robert Ronyak, was <br /> present and made the following points: There have been many meetings <br /> between the applicant and staff which has resulted in a good applica- <br /> tion.
