Item No. 4 <br /> PC : 9-15-88 <br /> UP-88-16 <br /> Page 5 <br /> accomplished in the one-year period between years five and six. <br /> Reclamation would include reestablishing elevations approved <br /> under EP-84-5 , with the exception of the shopyard area, and <br /> then installing a sprinkler irrigation system and planting the <br /> site in grain. The final topographic condition of the land <br /> would be fairly level and suitable for cultivation. The liquid <br /> effluent pond and silage pits would be filled. The feedlot <br /> mounds would be leveled, and the existing soil stockpile would <br /> be reduced to existing, adjacent ground elevations . Staff has <br /> no objection to the applicant ' s retaining the elevated mound in <br /> the building area, provided the elevated surface is graded to a <br /> level condition. <br /> The key to accomplishing site reclamation is to provide a way <br /> that will ensure that adequate soil remains onsite for the fill <br /> activities. A financial guarantee requirement is recommended <br /> as the method of providing this assurance. The amount of the <br /> guarantee should be based on the cubic yardage of soil that <br /> would be required for fill activities as well as the associated <br /> cost of labor and equipment for grading the land to a cultiva- <br /> tible condition. <br /> Surrounding Land Uses : <br /> Surrounding land uses include the Western Pacific Railroad <br /> tracks and residences to the north, the State Route 120 bypass <br /> to the south, and McKinley Avenue and residences to the east . <br /> Staff shares the concern expressed by local residents that the <br /> operation and management of this project be controlled to avoid <br /> the creation of odor, vector breeding, dust , or other health <br /> problems. The project will be subject to regulations admi- <br /> nistered by the Local Health District and the Regional Water <br /> Quality Control Board. Some type of monitoring program may be <br /> required by the Regional Water Quality Control Board to ensure <br /> that potential problems do not occur . Under the recommended <br /> conditions of approval , the applicant will be required to sub- <br /> mit a compliance proposal to the Board within 30 days of appli- <br /> cation approval . For the monitoring program, critical <br /> attention should be given to the applicant ' s waste management <br /> proposal , the silage pit operation, and the liquid silage <br /> effluent pond. <br /> Staff opposes the applicant ' s proposal to import cannery mud <br /> residue. The site plan shows that nearly all of the site will <br /> be devoted to the feedlot and soil amendment uses. The addi- <br /> tion of the cannery mud storage/disposal use would, in staff ' s <br /> opinion, result in too intensive a use of the project site . As <br /> an aside, staff notes that the cannery mud use is not related <br /> to either the feedlot or soil amendment uses. <br />
