Item No . 3 _ <br /> PC : 5-19-88 <br /> SA-88-31 <br /> Page 5 <br /> provided. Details of a landscaping and irrigation plan <br /> shall be shown on the Improvement Plan. As an alter- <br /> native, two copies of a separate landscaping and irriga- <br /> tion plan shall be submitted to the Director . In either <br /> case, landscape details shall include a key showing size, <br /> type, number, and spacing of all proposed plantings . <br /> Details of an automatic and timed sprinkler system shall <br /> be shown, and all approved landscaping and sprinklers <br /> shall be in place prior to issuance of an occupancy per- <br /> mit . The landscaped areas shall be planted in the <br /> following manner : <br /> ( 1 ) In landscaped areas running parallel to streets , trees <br /> shall be spaced no further than 25 feet apart . Trees <br /> shall be a minimum one-inch caliper and 15-gallon size <br /> at the time of planting and shall be double staked. <br /> The tree type shall be selected from the County' s tree <br /> list . <br /> ( 2) Landscaped areas shall contain shrubs and/or living <br /> ground cover; concrete, asphalt , and any surface <br /> material including rocks or bark are not acceptable . <br /> ° "Because of the water shortge, and the need to conserve <br /> water, the public ' s best interest would be better served <br /> by allowing nonliving ground cover to be allowed. " <br /> d. The proposed office shall meet all requirements for flood <br /> hazard reduction as specified under Section 9-10325 of the <br /> Planning Title. <br /> ° "If the proposed office is deleted, this requirement <br /> would not apply. " <br /> In addition to the preceding comments on specific conditions, the <br /> appellant also states the following in his appeal : <br /> "The uses contemplated on this site are temporary in nature, <br /> since the tenants are operating under relatively short-term <br /> leases. If these leases are extended for a longer period or the <br /> property is sold to them, the provisions set forth may be <br /> appropriate at that time. " <br /> ANALYSIS OF APPEAL: <br /> The applicant is appealing conditions that are standard require- <br /> ments for commercial and industrial developments . These stan- <br /> dards are routinely applied by staff in a consistent manner . <br />
