Several of the points in the appeal refer <br /> to conditions that may be waived at the Improvement Plan stage if <br /> they are found to be not applicable, but they are put in just in <br /> case they are required. For instance, if there will be no <br /> grading, then grading plans are not required. <br /> Staff is aware that the applicant considers the uses to be short- <br /> term in nature and is, therefore, reluctant to make the recom- <br /> mended improvements. However, staff is not in the position to <br /> grant a temporary permit . The applicant may want to discontinue <br /> the uses at the project site until such time as the longevity of <br /> the project is established. <br /> Development Plan No. DP-87-76 for the steel fabrication plant <br /> located immediately north of the project site was approved on <br /> June 10, 1987 , and similar conditions were required. This use is <br /> now constructed, and all requirements have been fulfilled. <br /> ENVIRONMENTAL CONSIDERATIONS : <br /> An Initial Study was prepared for the project on March 23, 1988 . <br /> No significant effects to the environment were identified. On <br /> that basis, a Negative Declaration has been prepared for the pro- <br /> ject . <br />
