SAN J OAQU I N Environmental Health Department <br /> CC LJ N T Y------- <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> RYDER TRUCK RENTAL#1071 3633 DUCK CREEK DR, STOCKTON February 13, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 406 CCR 66261.7 Contaminated container not marked with date emptied or managed within one year of being emptied. <br /> OBSERVATION: <br /> -Ten metal 55 gallon empty drums that previously held motor oil and gear lubricant were observed in the hazardous <br /> waste storage area without the word 'empty'and the date emptied. <br /> -Eight metal approximately 15 gallon empty containers that previously held grease were observed in the hazardous <br /> waste storage area without the word 'empty'and the date emptied <br /> -One black metal 55 gallon empty drum that previously held motor oil was observed in the empty container storage <br /> shed without the word'empty'and a date emptied <br /> -One blue metal 55 gallon empty drum was observed in the empty container shed with an emptied date of <br /> 11/21/2018. <br /> -One yellow metal 55 gallon empty drum was observed in the empty container shed with an emptied date of <br /> 9/27/2018. <br /> -One blue metal 55 gallon empty drum was observed in the empty container shed with an emptied date of <br /> 9/21/2018. <br /> REGULATION GUIDANCE: Empty containers which previously held a hazardous material, including hazardous <br /> waste must be managed per Title 22 California Code of Regulations(CCR)section 66261.7. Refer to this section <br /> and California Department of Toxic Substances Control guidance for more information. <br /> CORRECTIVE ACTION: Immediately label all empty containers with the date they were emptied and manage <br /> within one year of that date. Manage containers with dates over a year old per Title 22 CCR section 66261.7 and <br /> provide proof to the EHD. Provide a corrective action statement and supporting documentation to the San Joaquin <br /> County Environmental Health Department(EHD)within 30 days. <br /> This is a repeat violation, Class II. <br /> 501 CCR 66262.34(f) Failed to completely label stationary hazardous waste tanks. <br /> OBSERVATION: The hazardous waste tank storing used oil does not have complete labeling. The accumulation <br /> start date was missing on the label. <br /> REGULATION GUIDANCE: All hazardous waste tanks shall be marked with the words"Hazardous Waste"and the <br /> accumulation start date. <br /> CORRECTIVE ACTION: Label the hazardous waste tanks with the words"Hazardous Waste"and the accumulation <br /> start date.
