PC: 10-1-92 <br /> UP-92-12 <br /> be provided and that the surface be graveled. <br /> Operational Characteristics: <br /> This operation involves the purchasing of used equipment for sale. Some of this used equipment <br /> will require minor repairs, lubrication, and oil changes. It Is recommended that a paved repair <br /> area be provided. This area should be enclosed by a six-foot-high wooden fence and located at <br /> the northeast comer of the site. The paved area should also have a floor drain and a sand/oll <br /> separator. Any inoperable equipment and any repair work should be located within the enclosed <br /> area. No painting is allowed on the site without an approved paint booth. <br /> Because much of this equipment would damage pavement, most of the site is proposed to be <br /> surfaced with compacted soil and gravel. The loading ramp,which Is currently located in the Jack <br /> Tone Road right-of-way, should be relocated inside the fence. The ramp should be located on <br /> the compacted soil and gravel surface and be adjacent to a paved loading area. The applicant <br /> proposes removing the existing office, trailer, and tent it Is recommended that a new office be <br /> built near the Jack Tone Road entrance. <br /> Landscaping/Sims/Fencing: <br /> A six-foot-wide landscaping strip is proposed along the road frontages. It Is recommended that <br /> a ten-foot-wide landscaped strip be required. <br /> The existing chain-link fence is to be relocated outside of the planned 50-foot-wide right-of-way <br /> for Lone Tree Road. The Department of Public Works is requesting dedication of a 25-foot-wide <br /> right-of-way from the centerline of Lone Tree Road,with a 30-foot by 30-foot snipe at the comer. <br /> It is therefore recommended that the fence also be relocated outside of the snipe requested by <br /> Public Works. <br /> Two signs are proposed. One Is a four-foot by eight-foot portable sign, and the other Is an eight- <br /> foot by eight-foot sign. It is recommended that those signs be replaced by two monument signs, <br /> one for each frontage. <br /> Storm Drainage: <br /> The applicant is proposing the existing drainage, which is to the adjacent roads and properties. <br /> Staff recommends that storm drainage and additional runoff shall be retained in an on-slte storm <br /> drainage pond. This is a standard condition for new commercial projects. <br /> ENVIRONMENTAL CONSIDERATIONS: <br /> An Initial Study was prepared for this project on January 31, 1992, and no significant environmental <br /> impacts were identified. On the basis of that review, a Negative Declaration was prepared. In addition, <br /> a Certificate of Fee Exemption with a'De Minimis Impact Finding"has been prepared which indicates that <br /> this project could not have a significant impact on fish and wildlife resources. <br /> -11- <br />
