Subsequently,PHS/EHD agreed to the requests to <br /> extend this deadline to November 20, 1999,and then to January 7,2000. In a telephone conversation <br /> with BSK staff on January 25, 2000, PHS/EHD agreed to performance of the proposed work starting <br /> on February 7, 2000. <br /> In a telephone conversation on January 28, 2000, BSK informed PHS/EHD that Mrs.Wanda Veldstra, <br /> the current resident at the property, refused to give access to the site so the work could not be <br /> performed. In a site visit on March 7,2000, members of this office informed Wanda and Albert <br /> Veldstra that they would be named as a responsible party since PHS/EHD has confirmed they are the <br /> property owners,and that an official Notification of Responsibility (NOR)would be sent to them. <br /> PHS/EHD staff explained to Wanda and Albert the purpose of the proposed work was to define the <br /> extent of the contamination plume in soil and groundwater and that corrective action would be <br /> required. PHS/EHD emphasized the urgency of the investigation and the cleanup of this site because <br /> of the close proximity of the domestic well to the plume of contamination which contains benzene,a <br /> known carcinogen. The Veldstras were shown a table of the results of the groundwater samples <br /> collected from the monitoring wells (MW),and the potential health hazard if the domestic well became <br /> impacted was discussed. PHS/EHD informed the Veldstras that they would be included in all future <br /> correspondence. <br /> In a telephone conversation on March 8,2000 with Mr.Raymond Greer,he expressed his discontent <br /> with the additional work PHS/EHD has directed and questioned the validity of the analytical results of <br /> the groundwater samples documented in the reports. PHS/EHD explained to Mr. Greer the legitimacy <br /> of the analytical results documented in the reports (Soil&Groundwater Investigation Interim Report <br /> dated May 18, 1999,Monitoring Report Second Quarter 1999 dated July 16, 1999,Status Report Tbird <br /> Quarter 1999 dated November 5, 1999,and Status Report Fourth Quarter 1999 dated February 8,2000 <br /> prepared by BSK) since the same petroleum hydrocarbon constituents have been consistently detected <br /> in the MW groundwater samples. PHS/EHD explained to Mr. Greer the fluctuation in the <br /> concentrations of the hydrocarbons constituents detected in the MW samples can be attributed to many <br /> factors such as groundwater movements and the continuously releasing source in the vadose zone <br /> leaching into groundwater.
