3.0 SITE RECONNAISSANCE <br /> Dames & Moore visited the subject property on Monday, March 9, 1998. Weather conditions at <br /> the time were sunny and warm, with a temperature of approximately 60 degrees Fahrenheit. <br /> Dames & Moore's site reconnaissance included a walking survey of the interior and exterior of <br /> the onsite improvements. Photographs taken during Dames & Moore's site inspection are <br /> provided in Appendix A. <br /> 3.1 CURRENT USES OF THE PROPERTY <br /> The property consists of an approximate 4-acre parcel with one 6,200 square foot building, <br /> fenced storage yards, and paved parking areas (Photos 1 and 2). The site buildings and storage <br /> yard are used by the onsite tenant for the storage of aggregate crusher parts and office space. No <br /> manufacturing or service activities are performed at the subject property. <br /> 3.1.1 Tenants <br /> Spaulding Equipment Company is the sole tenant currently at the subject property. The <br /> company uses the subject property as a warehouse facility to store and distribute parts for <br /> aggregate crushing machines. <br /> 3.2 PAST USES OF THE PROPERTY <br /> Historic information was reviewed for the subject property dating back to 1912. This <br /> information indicated that the subject property was used as farmland. Further information on the <br /> historic use of the property is presented in Section 5.0. According to Mr. Vanorder, a small <br /> section of the warehouse was used to service parts prior to distribution. No service has occurred <br /> at the subject property for the past five years. The nature of service activities prior to that time <br /> was not well documented. <br /> 3.3 EXTERIOR AND INTERIOR SITE OBSERVATIONS <br /> The exterior areas of the subject property consist of a loading dock, concrete paved parking <br /> areas, and storage yards enclosed by wooden fencing. One forklift was observed parked on the <br /> concrete pad outside the west end of the building. The forklift is powered by gasoline. There <br /> were trace amounts of staining visible on the concrete pad (Photo 6). According to Mr. <br /> Vanorder, no spills or releases of hazardous materials have occurred. Four 2500-gallon steel <br /> aboveground storage tanks (ASTs) were observed on the northern boundary of the subject <br /> property (Photo 7 ). According to Mr. Vanorder, the tanks hold water used in the fire prevention <br /> program. The water is pumped into the ASTs by a groundwater pump located in a well west of <br /> the building (Photo 8). Scrap metal and rusting machinery was apparent along the site <br /> boundaries.
