( Page 11 ) , Growth Inducement by <br /> Utility Sizing <br /> Impact : <br /> The project is in conflict with General Plan policies and <br /> Planning Title requirements . <br /> Medium Density Residential is an urban land use designation. <br /> Approval of the requested General Plan Amendment would expand <br /> the boundaries of the Stockton Urban Center to include the pro- <br /> ject site . <br /> General Plan policies establish the following as the minimum <br /> service requirements for development within the Stockton Urban <br /> Center : <br /> ° Water Supply: Public system by an existing agency. <br /> • Sewage Disposal : Public wastewater treatment plant by an <br /> existing agency. <br /> • Storm Drainage : Public terminal system approved by County <br /> Department of Public Works . <br /> These policies are implemented by recently-adopted Planning <br /> Title amendments , including Sections 9-10201 (a) , 9-10101 (a) , <br /> and 9-10301 (a) . <br /> The General Plan stipulates that : <br /> "All possible means will be used to ensure that all existing <br /> urban areas are provided with basic services , including storm <br /> drainage , sanitary sewers, water supply, and solid waste dispo- <br /> sal , and that all future urban development will coincide with <br /> planned extensions of these basic services .
