The applicant proposes the following services : <br /> - Water Supply : A private well . <br /> - Sewage Disposal : A private treatment plant . <br /> - Storm Drainage : A private terminal system to either the <br /> Calaveras River or the adjacent Woodbridge <br /> Irrigation District Canal . <br /> The project conflicts with the General Plan environmental <br /> policy that states : <br /> "Future urban development shall be discouraged in areas subject <br /> to a 100-Year Flood ( Intermediate Regional Flood) . " <br /> The project site is located within the 100-Year Flood Fringe . <br /> The project conflicts with General Plan policies for the pre- <br /> servation of agriculture and open space : <br /> "Intensive agriculture such as orchards , vineyards , and row <br /> crops will be supported and protected where soils of high <br /> quality are found and water is or will be available . " <br /> The project site has been cultivated with irrigated row crops . <br /> "Agriculture will be retained in areas subject to periodic <br /> floodings , subsidence , or where urbanization would be detrimen- <br /> tal to the County' s physical and economic well-being. " <br /> The project site is subject to inundation from a 100-Year Flood. <br /> The site has been farmed with the property to the north as a <br /> single enterprise . <br /> "Further fragmentation of agricultural land outside of areas <br /> designated for urban expansion will be permitted only in areas <br /> designated for rural residential development . " <br /> Neither the existing nor the proposed designation is Rural <br /> Residential . The land to the south is designated Medium <br /> Density Residential . The lands to the east and north are <br /> designated Agriculture . <br /> The project conflicts with the following General Plan transpor- <br /> tation policies : <br /> "Planned land use and development adjacent to existing or pro- <br /> posed roads and streets shall consider and not detract from the <br /> primary function of the road facility. " <br /> "Future road and street rights-of-way shall be protected from <br /> development through the adoption of specific plans .
