WASTE DISCHARGE REQUIREMENTS -4- <br />J.R. SIMPLOT COMPANY <br />LATHROP, SAN JOAQUIN COUNTY <br />2. The discharge shall not cause degradation of any water supply. <br />3. Nonprocess and process area rainwater runoff shall be properly segregated <br />from each other. <br />4. Nonprocess waters used for irrigation from the hypalon and unlined ponds <br />shall not contain pesticides or fertilizers above those concentrations <br />commonly applied to the particular soils and the crops being grown. The <br />irrigation waters and application methods must also meet applicable water <br />reclamation criteria set forth in Title 22 of the California Administra- <br />tive Code. <br />5. A freeboard not less than two feet (0.6 m) shall be maintained in storm - <br />water and wastewater holding facilities. Simplot shall notify the Region- <br />al Board when water levels exceed the minimum freeboard. <br />6. The site shall be graded to prevent ponding. Stormwater from fertilizer <br />and related chemical handling areas shall be diverted to lined basins with <br />a permeability of 10-6 cm/sec or less. Stormwater collection facilities <br />shall be sized for the 24-hour, 100 -year or 7 -day, 20 -year storm, which- <br />ever is greater; swales and other conveyances shall be impervious. <br />7. Storage of toxic or hazardous materials, other than in containers having a <br />lining permeability of 10-8 cm/sec or less, is prohibited, and fluids <br />contained therein should not penetrate halfway through the lining during <br />the life of the container. <br />8. Tanks or similar containers for storage of hazardous materials shall be <br />placed on impervious pads or be equipped with leak detection devices in <br />the Agricultural Chemical Department area and bermed for containment of <br />the total volume of the tank plus one foot (0.3 m) of freeboard. The <br />areas shall be equipped with suitable warning systems in case of failure. <br />9. A cover material designed to prevent percolation of surface water shall be <br />placed over all on-site ground surfaces in formulation, transfer, equip- <br />ment cleaning, equipment or chemical storage areas, within the Agricul- <br />tural Chemical Department area, except where more stringent controls are <br />prescribed in these requirements. <br />10. Impervious liners and cover materials shall be designed so as to withstand <br />the maximum anticipted loads. <br />11. Hazardous waste and materials, or any of their components shall not exist <br />on the ground surface except as described herein. <br />12. All organic waste or spill -handling facilities shall meet State of Cali- <br />fornia earthquake standard specifications for the Lathrop area. <br />
