WASTE DISCHARGE REQUIREMENTS <br />J.R. SIMPLOT COMPANY <br />LATHROP, SAN JOAQUIN COUNTY <br />-5- <br />13. Simplot shall remove and relocate to a site approved by the Executive <br />Officer, any chemicals or wastes which are located or discharged at this <br />site in violation of requirements. <br />C. Provisions: <br />1. Simplot shall comply with Monitoring and Reporting Program No. 83-038 and <br />the General Provisions for Monitoring and Reporting as specified by the <br />Regional Board Executive Officer. Monitor wells shall be located, de- <br />signed, and installed under the direction of the Board's staff. <br />2. Simplot shall comply with the Standard Provisions and Reporting Require- <br />ments, dated 21 September 1979, which are a part of this Order. <br />3. Simplot shall develop a Spill Prevention and Counter Measure Control <br />(SPCC) Plan. A copy of the Plan shall be maintained at the plant and all <br />employees involved in chemical handling shall be informed of the contents <br />of the Plan. The SPCC Plan shall contain at least the following: <br />a. Identification of all possible sources of accidental discharges or <br />contaminated drainage, from loading and storage areas due to a power <br />outage or failure of pumps, tanks, and pipes. <br />b. Measures to prevent or contain any spill on company property. <br />c. Measures to contain and cleanup spills that may drain off company <br />property. <br />d. Description of facilities, equipment, and procedures needed for effec- <br />tive prevention and cleanup activities. <br />e. Prediction of the effectiveness of the proposed facilities and proce- <br />dures and an implementation schedule containing interim and final <br />dates when the facilities will be constructed, implemented, or opera- <br />tional. (Reference: Section 13267(b) and 13268, California Water <br />Code.) <br />f. Emergency notification procedures to include the telephone numbers of <br />this Board, the Lathrop County Water District, the San Joaquin County <br />Local Health District, Chemtrex, the State of California Office of <br />Emergency Services, State Department of Health Services Hazardous <br />Waste Management Branch and Sanitary Engineering Section, Stockton <br />District, and at least two firms qualified in the cleanup of toxic and <br />hazardous wastes spills. <br />g. Steps to inform local fire crews of the need for using foam or similar <br />fire control material instead of water, where such water cannot be <br />contained within impermeable structures or when undesired reactions <br />can occur. <br />
