WASTE DISCHARGE REQUIREMENTS -3- <br />OCCIDENTAL CHEMICAL AGRICULTURAL PRODUCTS, INC. <br />LATHROP, SAN JOAQUIN COUNTY <br />18. The injection wells will be designed, operated, and maintained to meet the <br />applicable technical requirements of the Federal Underground Injection <br />Control (UIC) regulations. <br />19. The discharges are in Section 35, T1S, R6E, MDB&M with surface water drainage <br />generally in the direction of the San Joaquin River. <br />20. The beneficial uses of the San Joaquin River and the Delta are municipal, <br />domestic, industrial and agricultural supply; recreation; navigation; and the <br />preservation and enhancement of fish, wildlife and other aquatic resources. <br />21. The area sediments are composed of coarse and fine sands, silt, clay and some <br />gravels. Useable ground water is at depths of 10 feet (3 meters) to approxi- <br />mately 230 feet (70 meters). <br />22. The beneficial uses of the useable aquifer include domestic, industrial and <br />agricultural uses. These beneficial uses vary on a west to east axis with <br />decreased benefits to the west as a result of chloride intrusion frorn the San <br />Joaquin Delta. <br />23. A Water Quality Control Plan for the Sacramento - San Joaquin Delta Basin was <br />adopted by the Board on 25 July 1975. The Basin Plan contains water quality <br />objectives for the San Joaquin River and the Delta. <br />24. Issuance of this Order is exempt from the provisions of the California <br />Environmental Quality Act in accordance with Title 14, Chapter 3, Sections <br />15101-15104, of the California Administrative Code. <br />25. The Board finds there will be no significant effects on the environment as a <br />result of the project. A Negative Declaration, supporting this finding, was <br />adopted by the Board at the time it adopted Order No.82-099. These new waste <br />discharge requirements do not change the project in any material way. <br />26. The Board has notified OCAP and interested agencies and persons of its intent <br />to prescribe waste discharge requirements for these discharges. <br />27. The Board in a public meeting heard and considered all comments pertaining to <br />these discharges. <br />IT IS HEREBY ORDERED, that Occidental Chemical Agricultural Products, Inc., in <br />order to meet the provisions contained in Division 7 of the California Water Code <br />and regulations adopted thereunder, shall comply with the following: <br />A. Discharge Prohibitions: <br />1. The direct or indirect discharge of waste to surface waters or surface <br />water drainage courses is prohibited. <br />
