2.0 BACKGROUND <br /> The Old Tracy Yard served as a SPTCo maintenance facility from the late 1800s until it was <br /> decommissioned in the mid 1940s. The former yard subsequently functioned primarily as a <br /> rail welding facility. All operations had ceased and the majority of the structures and <br /> railroad tracks had been removed by the late 1980s. The general configuration, following <br /> structure and rail removal, of the sale portion of the Old Tracy Yard (site) is shown on <br /> Figure 2. <br /> The first documented investigation of conditions within the site was a Phase I preliminary <br /> assessment performed by Engeo, Inc. (Engeo). The results are presented in Engeo's report <br /> dated September 1991 (report entitled: Level One Environmental Site Assessment on the <br /> MacArthur Drive Property, Tracy, California). The assessment referenced stockpiles of soil <br /> and debris. No potentially hazardous materials were observed by Engeo within the <br /> stockpiles. A review of SPTCo station maps identified a refuse pit and former structures <br /> including car repair shops within the site. <br /> The southeastern portion of the site along MacArthur Boulevard was at one time leased to <br /> American Transit Mix Company, Inc./RMC Lonestar. Two underground storage tanks <br /> (USTs) were removed from this lease area in September of 1989. The tanks were described <br /> as a 500-gallon unleaded gasoline tank and a 1,000-gallon diesel tank. Results of analysis of <br /> a soil sample collected during the UST removal indicated 5,800 mg/kg of total extractable <br /> petroleum hydrocarbons (TEPH). Approximately 16 cy of hydrocarbon-impacted soil were <br /> excavated and disposed of off site. Three monitoring wells, herein designated MW-1(RMC), <br /> MW-2(RMC), and MW-3(RMC), were installed in September 1991 as a part of the UST <br /> investigation. The approximate locations of these monitoring wells are shown on Figure 2. <br /> P <br /> These monitoring <br /> wells were sampled on November 21, 1991, April 16, 1992, and July 26. <br /> 1992.
