fff I
1
Mr. John Russell
May 7, 1998
memo reported that the supposed the former fire fighting osed fuel dumping was g g test pit
operated by the adjacent Stockton Airport Fire Department. The Stockton AASF had
provided the Fire Department with waste fuel for the burn practices.
Combined Support Maintenance Shop (CSMS)
Following a review of the files at the SJPHS, CVRWQCB, RESD, and CANG, Versar
representative Mr. Philip Cox visited the CSMS on April 14, 1998 and met with Sergeant Mike
Lincoln at the CSMS. As a result of the file review and site visit, Versar has identified the
following items of concern (shown on Figure 3) at the CSMS:
• A 300-to 500-gallon waste oil UST was removed from a location just east of the
northeast side of the CSMS building in 1987. Documentation of soil sampling or
removal activities is currently unavailable.
• A washrack is located on the north side of the CSMS building and is connected via
underground piping to a clarifier located approximately 150 feet northwest of the
` washrack. The clarifier contents are regularly removed and disposed of by a licensed
contractor. The discharge point of the clarifier is currently unknown.
• Two abandoned hydraulic lifts are located in the CSMS building.
• There are unconfirmed reports of buried drums of tear gas in the open area northeast of
the CSMS.
• Operations in the radiator room may have resulted in releases of anti-freeze to floor
drains.
• Temporary storage of waste oil/anti-freeze/solvents in two approximately 400-gallon
ASTs was performed in the vehicle storage area east of the CSMS. Overfilling with
waste material or rain water entering the ASTs reportedly resulted in ponding of waste
material at the location shown in Figure 3.
• Sand-blasting operations were conducted in.the southeast corner of the CSMS facility.
1202-9813134-1 OO/May7'98
