PHS/EHD has a contract with California State Water Resources
Control Board to conduct an underground storage tank corrective action program. The above referenced
site was placed in the PHSIEHD Local Oversight Program (LOP) in December 1989, due to an
unauthorized release that was discovered during UST and piping removal.
PHSIEHD recently reviewed a Groundwater Monitoring Report prepared by Blaine Tech Services, Inc.
which documents MTBE contamination in groundwater monitoring wells (MW)and one observation well
(OBS-W) in the UST backfill. MTBE concentrations have been as high as 470,000 ppb in groundwater
analyzed on site from OBS-W and as high as 8600 ppb in groundwater analyzed off site from MW7.
Two additional nearby UST sites have documented gasoline and MTBE groundwater contamination. One
of the sites is a former Chevron Products Company at 575 W. Grant Line Rd., Tracy and the other is
Former Scotty's Unocal Service Station at 574 Grant Line Rd., Tracy. These sites have MWs that are
being sampled quarterly and PHSIEHD recommends your sampling dates/events be coordinated with
these sites on the same dates. Work Plans to further define the vertical and lateral extents of
contamination at these sites are pending.
You are directed to define the vertical and lateral extent of soil and groundwater contamination from your
unauthorized release. Please submit a work plan that will define the full extent of the plume by
April 30, 2001.
Please be advised, a municipal drinking water well is located within 1000 feet of your site.
If you have any further questions regarding this matter, contact Harlin Knoll at(209)468-3442.
Donna Heran, REHS, Director
Environmental Health Division
4t'j, IeAA
Harlin Knoll, Senior REHS Margaret agorio, Supervi ing RENS
LOP/Site Mitigation Unit IV LOP/Site Mitigation Unit
Cc: CRWQCB -Marty Hartzell
MOBILE OIL CORP.--Stephen Pao
TOSCO—David Camille
Chevron—Bob Cockran
Satnam Singh
A Division of San Joaquin County Health Care Services
