The traffic and land use <br /> monitoring program should be the responsibility of the on- <br /> site TSM coordinator. <br /> 4.14-1(h) Design guidelines for residential and commercial Review at SP stage. SJCCDD SP <br /> development within the project should be established to <br /> facilitate safe and convenient pedestrian access to transit <br /> stops. Transit stops should be located within convenient <br /> walking distance (one-quarter mile or less) of employment <br /> and commercial areas within the site.
