SJCDPW; <br /> impacted freeway interchanges and identify specific required Caltrans <br /> improvements (see Mitigation Measures in the next section), <br /> the developer should also be required to analyze in greater <br /> detail the impacts of the project on the mainline freeways <br /> affected by the project. The Project Study report(s) <br /> should identify the project proponent's fair share <br /> contribution to the funding of future freeway lane widenings. <br /> The developer should be required to fund the fair share <br /> contribution prior to when the impacts are expected to <br /> occur. <br /> 4.14-2(c) The project sponsor, with the County, should be required to Approval of Project SJCCDD; SP and PC <br /> coordinate the preparation and adoption of Project Study Study Reports. S,ICDPW; <br /> Report(s) with for any Specific Infrastructure Plans. A Caltrans <br /> comprehensive Infrastructure and Financing Plan that <br /> considers all phases of the project should be required to he <br /> prepared by the project sponsor and adopted by the County. <br /> prior to the approval of any Specific Plans. The <br /> Infrastructure and Financing Plan should identify the specific <br /> freeway mainline and interchange improvements that would <br /> he required to serve each phase of development, and should <br /> recommend a schedule for the preparation and adoption of <br /> Project Study Reports to implement these improvements. <br /> 'Ilie County should not approve the Specific Plan for the <br /> first phase of'the project until the required freeway <br /> improvements and funding sources for that phase have <br /> been identilicd and the Project Study Report schedule has <br /> been approved by Caltrans. <br />
