Finding : Changes or alterations have been required in, <br /> or incorporated into, the Project which avoid or <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> These mitigation measures are listed below. <br /> Statement of Fact : The impact will be reduced by: <br /> • Requiring that the Specific Plan incorporate land <br /> uses that are less sensitive to airport-related noise <br /> on those portions of the site nearest the flight <br /> path. For example, the proposed low-density <br /> residential uses in the southwest portion of the <br /> Project Site should be replaced with commercial or <br /> industrial uses . The recommended buffer area along <br /> the western boundary would partially mitigate this <br /> impact . Additionally, policies will be incorporated <br /> into the Specific Plan limiting building heights <br /> which may be located in the flight path. If land <br /> uses are changed at the Specific Plan stage, an <br /> additional General Plan amendment may be necessary. <br /> • See FEIR, Section 4 . 1 and Section 4 . 16 . <br /> B .
