• Neighborhood commercial areas should be sized to
include only those commercial uses needed for its
target neighborhood.
• If a Community Commercial area is to be located north
of Byron Road, more intensive office, residential ,
and retail uses should surround this area . The
Revised Land Use Plan meets the intent of this
mitigation. Alternatively, only one Community
commercial district should occur . This district
should be located within the Project ' s central
business district .
• The requirement that the Specific Plan should
identify landscape buffering at the edge of the
General Commercial areas would help to separate
residential areas from incompatible uses .
• Compliance with the policies calling for a variety of
housing choice, and for maintaining a close balance
between jobs and housing , is achieved by conditions
requiring inclusion of affordable housing and by
detailed requirements for development and
implementation of a jobs and housing program (see
FEIR, Section 4 . 11) .
• Consistency with the policy that the new town not
adversely affect the fiscal resources of nearby
cities and the County is attained by the requirement
that the new town provide all its own services or
adequately fund existing districts providing such
services, and by the fiscal mitigations specified in
Section 4 . 9 of the FEIR.
• The Project ensures mechanisms for public facilities
and financing due to the requirement that a Public
Facilities and Public Financing Plan be prepared and
approved prior to approval of the first Specific Plan
for the Project .
• Documentation of adequate water supply will be
confirmed by the requirement to annex areas into the
BBID and to secure winter water rights prior to the
Specific Plan.
• Consistency with Transportation Policies is attained
by requirements that the Project include adequate
roads within the Project Site, contribute its fair
share to offsite road improvements, and support
public transit .
C2-6
0189r/0202r
