• Neighborhood commercial areas should be sized to <br /> include only those commercial uses needed for its <br /> target neighborhood. <br /> • If a Community Commercial area is to be located north <br /> of Byron Road, more intensive office, residential , <br /> and retail uses should surround this area . The <br /> Revised Land Use Plan meets the intent of this <br /> mitigation. Alternatively, only one Community <br /> commercial district should occur . This district <br /> should be located within the Project ' s central <br /> business district . <br /> • The requirement that the Specific Plan should <br /> identify landscape buffering at the edge of the <br /> General Commercial areas would help to separate <br /> residential areas from incompatible uses . <br /> • Compliance with the policies calling for a variety of <br /> housing choice, and for maintaining a close balance <br /> between jobs and housing , is achieved by conditions <br /> requiring inclusion of affordable housing and by <br /> detailed requirements for development and <br /> implementation of a jobs and housing program (see <br /> FEIR, Section 4 . 11) . <br /> • Consistency with the policy that the new town not <br /> adversely affect the fiscal resources of nearby <br /> cities and the County is attained by the requirement <br /> that the new town provide all its own services or <br /> adequately fund existing districts providing such <br /> services, and by the fiscal mitigations specified in <br /> Section 4 . 9 of the FEIR. <br /> • The Project ensures mechanisms for public facilities <br /> and financing due to the requirement that a Public <br /> Facilities and Public Financing Plan be prepared and <br /> approved prior to approval of the first Specific Plan <br /> for the Project . <br /> • Documentation of adequate water supply will be <br /> confirmed by the requirement to annex areas into the <br /> BBID and to secure winter water rights prior to the <br /> Specific Plan. <br /> • Consistency with Transportation Policies is attained <br /> by requirements that the Project include adequate <br /> roads within the Project Site, contribute its fair <br /> share to offsite road improvements, and support <br /> public transit . <br /> C2-6 <br /> 0189r/0202r <br />
