• Consistency with policies against development in the <br /> 100 year flood plan is attained by requirement that <br /> the removal of the flood plan designation precede <br /> such development . <br /> • Consistency with the Vegetation, Fish, and Wildlife <br /> Habitat policies is attained by requirements that the <br /> Project sponsor mitigate for such species as the <br /> Swainson' s hawk (and the kit fox, if its significant <br /> presence is confirmed) , see section V. 1 below; by <br /> requiring development of Mountain House Creek as a <br /> wildlife corridor, and by preserving some on-site <br /> wetlands and requiring that the remainder be replaced <br /> on site. (See FEIR, Section 4 . 13 . ) <br /> • Policies for minimizing erosion are met by <br /> requirements to adopt plans to minimize such <br /> affects . (See FEIR, Section 4 . 6) . <br /> • The FEIR states that the location of the new town on <br /> prime land conflicts with county policy. However, <br /> the staff has determined that the location is <br /> consistent with the provision of the adopted land use <br /> and circulation element . The FEIR also indicates <br /> that the new town may conflict with a proposed policy <br /> of the draft General Plan 2010 due to location on <br /> prime land. This potential inconsistency should be <br /> addressed when the County determines whether or not <br /> to include Mountain House in the General Plan 2010 . <br /> • Certain of the policy conflicts identified in the <br /> FEIR (pp. 4 . 2-11, 12 , and 13) relate to draft General <br /> Plan 2010 policies for amendments to the General Plan <br /> 2010, once adopted. These policies would not be <br /> relevant if Mountain House is included in the initial <br /> adoption of the General Plan 2010 . <br /> C. PUBLIC SERVICES/PARKS AND RECREATION <br /> C-1 .
