Statement of Fact : The impact will be mitigated by the <br /> following : <br /> • During Phase I , some regional parkland must be <br /> provided on-site and should be located along Old <br /> River , or an in-lieu fee program must be established <br /> by the County Parks and Recreation Department to fund <br /> operations and development costs associated with an <br /> increased demand on the regional parks in <br /> southwestern San Joaquin County. The method of <br /> funding for acquisition, development and ongoing <br /> maintenance should be incorporated into the text of <br /> the Specific Plan. In addition, the proposed golf <br /> course should have unrestricted access and be donated <br /> to the County if it will be used to offset some of <br /> the Project ' s regional park facility needs . The <br /> overall amount of regional parkland provided should <br /> meet the County' s standards . <br /> • See FEIR, Section 4 . 3 . 1 . <br /> C-2 . Potentially Significant Impact • Water Recreational <br /> Facilities <br /> [Impact 4 . 3 . 1-21 <br /> Inadequate phasing of water recreation facilities would <br /> increase the demand for existing County facilities in the <br /> area . <br /> Finding : Changes or alterations have been required in, <br /> or incorporated into, the Project which avoid or <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> These mitigation measures are listed below. <br /> Statement of Fact : The impact will be reduced by the <br /> following : <br /> • The Applicant must provide, in Phase I , boating <br /> facilities to include a boat ramp, boat storage, and <br /> docking facilities . <br /> • See FEIR, Section 4 . 3 . 1 . <br /> C-3 .
