Statement of Fact : The impact will be mitigated by the following : • A minimum of 205 acres of regional parkland must be provided either on-site by the end of Phase II , or an in-lieu fee program must be established by the County Parks and Recreation Department to fund operations and development costs associated with regional parks . The proposed on-site golf course must have unrestricted access for regional parkland if it will be used to offset some of the regional park facility needs . • See FEIR, Section 4 . 3 . 1 . C-4 . Potentially Significant Impact • Regional Park Needs -- Phase III - IV Stage [Impact 4 . 3 . 1-41 By the end of Phases III and IV, total acreage set aside for a regional park would be deficient in terms of County standards .
