Finding : Changes or alterations have been required in, <br /> or incorporated into, the Project which avoid or <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> These mitigation measures are listed below. <br /> Statement of Fact : The impact will be mitigated by the <br /> following : <br /> • A minimum of 205 acres of regional parkland must be <br /> provided either on-site by the end of Phase II , or an <br /> in-lieu fee program must be established by the County <br /> Parks and Recreation Department to fund operations <br /> and development costs associated with regional <br /> parks . The proposed on-site golf course must have <br /> unrestricted access for regional parkland if it will <br /> be used to offset some of the regional park facility <br /> needs . <br /> • See FEIR, Section 4 . 3 . 1 . <br /> C-4 . Potentially Significant Impact • Regional Park Needs -- <br /> Phase III - IV Stage <br /> [Impact 4 . 3 . 1-41 <br /> By the end of Phases III and IV, total acreage set aside <br /> for a regional park would be deficient in terms of County <br /> standards . <br /> Finding: Changes or alterations have been required in, <br /> or incorporated into, the Project which avoid or <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> These mitigation measures are listed below. <br /> Statement of Fact : The impact will be reduced by the <br /> following : <br /> • An additional 326 to 366 acres of regional parkland <br /> will be provided on-site by the end of Phase IV, or <br /> an in-lieu fee program must be established by the <br /> County Parks and Recreation Department to fund <br /> operations and development costs associated with <br /> regional parks . <br /> • The Specific Plan must provide an implementation plan <br /> for the funding of acquisition, ongoing maintenance, <br /> and development costs for all recreation and park <br /> facilities . <br /> • See FEIR, Section 4 . 3 . 1 . <br /> C2-9 <br /> 0189r/0202r <br />
