Significant Impact : Marine Patrols <br /> [ Impact 4 . 3 . 4-21 <br /> The number of marine patrols both in San Joaquin and <br /> Contra Costa counties , absent mitigation, would be <br /> insufficient at Project build-out to provide effective <br /> law enforcement along Old River and in the Delta within <br /> the Project vicinity. <br /> Finding : Changes or alterations have been required in, <br /> or incorporated into, the Project which avoid or <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> These mitigation measures are listed below. <br /> Statement of Fact : The impact will be reduced by the <br /> following : <br /> • The Applicant ' s public safety plan must include <br /> provisions to adequately patrol the Mountain House <br /> marina and its immediate vicinity. <br /> • Fees, based on the number of berths, must be assessed <br /> to help offset costs for maintaining the Sheriff ' s <br /> Department Marine Patrol Division in both San Joaquin <br /> and Contra Costa counties . <br /> • The Specific Plan must incorporate crime prevention <br /> policies such as providing security fencing, good <br /> lighting, visible berth numbers , and locked gates on <br /> boat docks for the marina and related facilities . <br /> • See FEIR, Section 4 . 3 . 4 . <br /> G. PUBLIC SERVICES/SOLID AND HAZARDOUS WASTE <br /> G-1 . Potentially Significant Impact • Solid Waste <br /> [Impact 4 . 3 . 5-11 <br /> Solid waste projected for Project build-out could be <br /> 67, 850 tons per year without implementing a recycling <br /> program, and would contribute to the reduction in <br /> landfill capacity. <br /> Finding: Changes or alterations have been required in, <br /> or incorporated into, the Project which avoid or <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> These mitigation measures are listed below. <br /> C2-12 <br /> 0189r/0202r <br />
