Statement of Fact : The impact will be reduced by the <br /> following : <br /> • The Specific Plan must incorporate policies to reduce <br /> the waste stream generated by the Project, including <br /> establishing a curbside recycling program; a <br /> commercial recycling program; provision for on-site <br /> recycling centers , transfer stations, and composting ; <br /> and a public information program. Policies should <br /> include the County' s Waste Plan Format for <br /> development Projects . <br /> • See FEIR, Section 4 . 3 . 5 . <br /> H. PUBLIC SERVICES/LIBRARIES <br /> H-1 . Potentially Significant Impact • Library Service Demand <br /> [Impact 4 . 3 . 6-11 <br /> The Project would increase demand for library services . <br /> Finding : Changes or alterations have been required in, <br /> or incorporated into, the Project which avoid or <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> These mitigation measures are listed below. <br /> Statement of Fact : The impact will be reduced by the <br /> following : <br /> • Planning for and constructing an on-site library with <br /> a minimum of 10, 000 square feet must begin in <br /> Phase II .
