Finding: Changes or alterations have been required in, <br /> or incorporated into, the Project which avoid or <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> These mitigation measures are listed below. <br /> Statement of Fact : The impact will be reduced by either <br /> of the following alternative mitigations : <br /> • Annexation into BBID of the unincorporated portions <br /> of the Project Site and the portions of the Project <br /> Site within the Westside Irrigation District and <br /> Plain View Water District , is the preferred <br /> mitigation. Annexation negotiations through the <br /> Contra Costa County or San Joaquin County Local <br /> Agency Formation Commission, to ascertain whether <br /> annexation is possible must be completed prior to <br /> approval of the Specific Plan. <br /> • Annexation and reorganization with BBID would have to <br /> ensure that those portions of the Project Site to be <br /> developed must be served by BBID prior to approval of <br /> any subsequent plans to develop these portions of the <br /> Project site. <br /> • If annexation to BBID were not approved, the <br /> Applicant must secure an adequate water supply for <br /> the areas outside BBID prior to approval of the <br /> Specific Plan. If groundwater resources were to be <br /> used, a thorough hydrogeological assessment of local <br /> aquifers must be performed. Other alternatives could <br /> include: scaling down the Project to fit wholly <br /> within the boundaries of BBID; utilization of <br /> available riparian water rights that are in place for <br /> the land north of Byron Road; developing a <br /> conjunctive use plan which entails the storage of <br /> surface water in a groundwater basin; obtaining a <br /> separate water supply €rom the State Water Project or <br /> Federal Central Valley Project; and demonstrating <br /> adequate groundwater resources to serve the Project . <br /> • See FEIR, Section 4 .4 . 1 . <br /> I-2 . Potentially Significant Impact • Surface Water Supply -- <br /> Winter Water <br /> [Impact 4 .4 . 1-2] <br /> If the State Water Resources Control Board ( "SWRCB" ) <br /> denies BBID' s application for winter water rights , the <br /> absence of a year-round surface water supply to the <br /> Project could result in the lack of a surface water <br /> C2-14 <br /> 0189r/0202r <br />
