If <br /> groundwater resources were available and developed in the <br /> Project to augment the surface water supply, overdrafting <br /> of local groundwater may occur if no alternate winter <br /> water supply is procured. <br /> Finding : Changes or alterations have been required in, <br /> or incorporated into, the Project which avoid or <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> These mitigation measures are listed below. <br /> Statement of Fact : The impact will be reduced by the <br /> following : <br /> • The Applicant must demonstrate a reliable water <br /> supply throughout the calendar year prior to approval <br /> of the Specific Plan. <br /> • See FEIR, Section 4 . 4 . 1 . <br /> I-3 . Potentially Significant Impact • Change of Water Use <br /> [Impact 4 . 4 . 1-31 <br /> Changing part of BBID' s service area from agricultural <br /> water use to municipal/industrial water use would create <br /> institutional issues requiring resolution. Without <br /> resolution, a reliable water supply could not be <br /> guaranteed.
