Potentially Significant Impact : Hazardous Materials <br /> [ Impact 4 . 4 . 1-71 <br /> An uncontrolled release of hazardous materials associated <br /> with water treatment practices could potentially occur <br /> and impact water resources and public health. <br /> Finding : Changes or alterations have been required in, <br /> or incorporated into, the Project which avoid or <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> These mitigation measures are listed below. <br /> Statement of Fact : The impact will be reduced by the <br /> following : <br /> • The Applicant must develop a preliminary Hazardous <br /> Materials Business Plan to address material stored, <br /> used, and generated by the proposed on-site water <br /> treatment plant. This Plan must ensure potential <br /> release of materials is adequately addressed, and <br /> must be included as part of the Project ' s Specific <br /> Plan. <br /> • Prior to design of the water treatment plant , <br /> chemicals must be carefully selected for use during <br /> operations to minimize the potential for accidental <br /> releases . Chemicals to be used at the water <br /> treatment plant must be specified in the Specific <br /> Plan. The design of the chemical handling and <br /> storage facilities in the water treatment plan must <br /> be designed to provide secondary containment and <br /> safety features to minimize and effectively mitigate <br /> accidental releases . <br /> • See FEIR, Section 4 .4 . 1 . <br /> J. PUBLIC UTILITIES/WASTEWATER <br /> J-1 .
