Another <br /> agency shares responsibility for implementing these <br /> measures (Department of Health Services) . <br /> Statement of Fact : The impact will be reduced by the <br /> following : <br /> • The Applicant must initiate the permitting process <br /> with the California Department of Health Services , <br /> Office of Drinking Water and the Central Valley <br /> Regional Water Quality Control Board ( "RWQCB" ) for <br /> the proposed wastewater reclamation system prior to <br /> approval of the Specific Plan. This would provide <br /> for early identification of constraints . The <br /> Wastewater Discharge Permit must be issued before <br /> construction begins . <br /> • The Applicant also must develop a reclaimed <br /> wastewater irrigation plan that includes <br /> specifications for individual irrigation system <br /> designs , irrigation practices , and monitoring of <br /> actual watering practice to determine compliance with <br /> permit restrictions and ensure non-significant impact <br /> on groundwaters and public health. The plan should <br /> also identify how adequate acreage necessary for <br /> irrigation with reclaimed water would be guaranteed. <br /> • For the Specific Plan, the Applicant must provide a <br /> preliminary design and plant layout of the reclaimed <br /> wastewater treatment plant including water storage <br /> facilities . <br /> • See FEIR, Section 4 . 4 . 2 . <br /> J-2 . Potentially Significant Impact • Discharge of Treated <br /> Wastewater Into Old River <br /> [Impact 4 . 4 .2-21 <br /> Discharging treated wastewater or other waste to Old <br /> River could adversely impact local water resources and <br /> public health. <br /> Finding: Changes or alterations have been required in, <br /> or incorporated into, the Project which avoid or <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> These mitigation measures are listed below. <br /> Statement of Fact : The impact will be reduced by the <br /> following : <br /> C2-19 <br /> 0189r/0202r <br />
