• More on-site reclamation opportunities must be <br /> investigated to reduce the surface water discharge to <br /> non-significant levels and to reduce the Project ' s <br /> water demand. Such opportunities must be identified <br /> in the Specific Plan. <br /> • An off-site reclamation system must be developed that <br /> is sized to meet as much wastewater as possible up to <br /> the entire annual flow. Such a system should be <br /> identified in the Specific Plan for the Project . <br /> • If sufficient land were not available to reclaim all <br /> of the treated wastewater, an application for the <br /> proposed wastewater discharge to Old River must be <br /> submitted for consideration by the Central Valley <br /> RWQCB prior to Specific Plan approval and a permit <br /> should be obtained prior to Project construction. <br /> • The wastewater treatment plant must be designed with <br /> a high degree of redundancy for every unit process to <br /> minimize the potential for incomplete treatment . <br /> • An aggressive public education campaign must be <br /> considered in developing the Specific Plan to inform <br /> the public of what wastes could be disposed of in the <br /> sanitary sewer and what alternative disposal options <br /> are available for other wastes . The program must <br /> include information regarding alternative household <br /> chemicals that are the least environmentally harmful . <br /> • A pretreatment program must be considered in <br /> developing the Specific Plan. The program must be <br /> designed to educate and regulate businesses regarding <br /> what may be discharged to the sanitary sewer . <br /> • A hazardous waste collection program must be <br /> implemented by the Community Services District to <br /> provide readily available disposal options for <br /> residents within the Project site. <br /> • During construction for any Project phase, all <br /> agricultural drains under the impacted Project areas <br /> must be removed or abandoned in place to eliminate <br /> the potential for the drains to act as contamination <br /> conduits . All drains should be eliminated at Project <br /> build-out . All plans for relocation or removal of <br /> agricultural drains should be approved by the RWQCB. <br /> • See FEIR, Section 4 . 4 . 2 . <br /> C2-20 <br /> 0189r/0202r <br />
