Potentially Significant Impact : Wastewater Sludge <br /> Treatment <br /> [ Impact 4 . 4 . 2-31 <br /> An inadequate wastewater sludge treatment and disposal <br /> system could adversely impact water resources and public <br /> health due to release of untreated wastewater solids to <br /> local surface waters . <br /> Finding : Changes or alterations have been required in, <br /> or incorporated into, the Project which avoid or <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> These mitigation measures are listed below. <br /> Statement of Fact : The impact will be reduced by the <br /> following : <br /> • The Applicant must investigate potential beneficial <br /> uses for the wastewater treatment sludge and <br /> thoroughly evaluate the feasibility of implementing <br /> one or more of these options in the Specific Plan. <br /> • If the disposal of wastewater treatment sludge at <br /> Vasco Road landfill were one of the options <br /> identified during the evaluation, this alternative <br /> must then be included and discussed in the Specific <br /> Plan. The feasibility and necessary permit <br /> requirements must be discussed in detail . <br /> • Sludge drying beds must be designed and constructed <br /> to meet the requirements in Title 26 , Division 23 , <br /> Chapter 3 , Subchapter 15 of the California Code of <br /> Regulations . <br /> • A pretreatment program designed to regulate <br /> non-domestic wastewater discharges into the sanitary <br /> sewer must be considered in developing_ the Specific <br /> Plan. <br /> • See FEIR, Section 4 . 4 . 2 . <br /> J-4 .
