J-3 . Potentially Significant Impact : Wastewater Sludge
Treatment
[ Impact 4 . 4 . 2-31
An inadequate wastewater sludge treatment and disposal
system could adversely impact water resources and public
health due to release of untreated wastewater solids to
local surface waters .
Finding : Changes or alterations have been required in,
or incorporated into, the Project which avoid or
substantially lessen the significant environmental effect
as identified in the FEIR to a non-significant level .
These mitigation measures are listed below.
Statement of Fact : The impact will be reduced by the
following :
• The Applicant must investigate potential beneficial
uses for the wastewater treatment sludge and
thoroughly evaluate the feasibility of implementing
one or more of these options in the Specific Plan.
• If the disposal of wastewater treatment sludge at
Vasco Road landfill were one of the options
identified during the evaluation, this alternative
must then be included and discussed in the Specific
Plan. The feasibility and necessary permit
requirements must be discussed in detail .
• Sludge drying beds must be designed and constructed
to meet the requirements in Title 26 , Division 23 ,
Chapter 3 , Subchapter 15 of the California Code of
Regulations .
• A pretreatment program designed to regulate
non-domestic wastewater discharges into the sanitary
sewer must be considered in developing_ the Specific
Plan.
• See FEIR, Section 4 . 4 . 2 .
J-4 . Potentially Significant Impact • Release of Hazardous
Materials
[Impact 4 . 4 .2-41
An uncontrolled release of hazardous materials would be
possible with wastewater treatment practices and could
impact water resources and public health.
C2-21
0189r/0202r
