Statement of Fact : The impact will be reduced by the <br /> following : <br /> • Streets in residential areas in the Project Site must <br /> be aligned to maximize the number of houses with <br /> southern exposures to facilitate the use of solar <br /> energy. Lots along these streets should be of an <br /> adequate width to promote south-facing orientation of <br /> units and maximum south-facing roof areas for solar <br /> collectors . Street , lot, and residential unit design <br /> to promote the use of solar energy should be <br /> addressed in the Specific Plan. <br /> • The Specific Plan must state how conformance with the <br /> Solar Rights Act of 1987 and Solar Shade Control Act <br /> of 1987 would be achieved. Details on how the acts <br /> would be implemented must be addressed during the <br /> Tentative Map phase . <br /> • The Specific Plan must assess the feasibility of <br /> incorporating solar water heating systems for <br /> residential, commercial , and industrial buildings . <br /> • Residences with common walls should be incorporated <br /> into the Project to the extent practicable to <br /> minimize heat loss from units . Inclusion of such <br /> units must be addressed in the Specific Plan. <br /> • Shade trees must be provided on the west side of <br /> buildings to reduce cooling demands during the summer <br /> and to provide windbreaks during colder months . <br /> Landscaping standards must be established in the <br /> Specific Plan. <br /> • Shade trees must be provided in the parking lots that <br /> would not block winter sunlight from reaching nearby <br /> buildings . At least 70 percent of the parking stalls <br /> must be shaded between 10 a .m. and 2 p.m. Such <br /> shading would reduce the use of air conditioning in <br /> automobiles and heat buildup associated with <br /> asphalt . Landscaping standards must be established <br /> in the Specific Plan. <br /> • Landscaping along roads should be incorporated into <br /> the Project design to minimize heat buildup <br /> associated with asphalt . Landscaping standards <br /> should be established in the Specific Plan. <br /> • The Project must maximize the use of alternative <br /> energy and ensure that the most energy-efficient <br /> equipment and designs are used.
