Statement of Fact : The impact will be mitigated by the <br /> following : <br /> • The design of building foundations and pavements must <br /> take into account the potential for adverse soil <br /> conditions caused by high groundwater levels . The <br /> designs must provide adequate drainage and require <br /> appropriate bearing capacities for proposed <br /> structures . The building , foundation, and pavement <br /> designs will be subject to review and approval by the <br /> San Joaquin County Building Department . <br /> • See FEIR, Section 4 . 7 . <br /> 0-7 . Potentially Significant Impact • Discharge of Wastewater <br /> [ Impact 4 . 7-71 <br /> Discharge of treated or untreated wastewater from the <br /> Project to Old River during rainy periods could result in <br /> degradation of water quality within the River and South <br /> Delta waterways system, especially during low-flow <br /> periods . <br /> Finding : Changes or alterations have been required in, <br /> or incorporated into, the Project which avoid or <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> These mitigation measures are listed below. <br /> Statement of Fact : The impact will be mitigated by the <br /> following : <br /> • Additional on-site reclamation opportunities must be <br /> implemented to reduce the potential need for <br /> wastewater discharge to Old River . <br /> • An off-site reclamation system must be developed that <br /> is sized to meet as much wastewater as possible up to <br /> the entire annual flow. Such a system must be <br /> identified in the Specific Plan for the Project . <br /> • If wastewater discharge were required, an application <br /> for the proposed discharge must be submitted for <br /> consideration by the Central Valley RWQCB prior to <br /> Project construction. The RWQCB must consider the <br /> potential near-field and far-field impacts on water <br /> quality and potential future changes in the South <br /> Delta waterways circulation system. <br /> • See FEIR, Section 4 . 7 . <br /> C2-40 <br /> 1 r/0202r <br />
