0-8 . Potentially Significant Impact • Levee Erosion [ Impact 4 . 7-81 Increased boating within Old River and South Delta waterways , expected as the result of the operation of the proposed marina, would contribute to the erosion of levees by waves generated as boat wakes . Finding : Changes or alterations have been required in, or incorporated into, the Project which avoid or substantially lessen the significant environmental effect as identified in the FEIR to a non-significant level . These mitigation measures are listed below. Statement of Fact : The impact will be mitigated by the following : • The design of the levee improvement mitigations will mitigate the potential for all causes of erosion, including boat wakes . Possible design components for the prevention of erosion would include rock revetment structures , such as riprap. Specific design components for the erosion abatement must be required by the San Joaquin County Flood Control Engineer as a condition of levee design approval . • To mitigate the impact of boat wakes on the stability of levees outside the control of the Project, boat speed limits to reduce the generation of potentially damaging boat wakes must be established and enforced by the San Joaquin County Sheriff ' s Department, Boating Safety Division, in conjunction with other Delta area law enforcement agencies . • See FEIR, Section 4 . 7 . VISUAL QUALITY P-1 . potentially Significant Impact • Alteration of Rural Visual Quality [Impact 4 . 8-11 The Project would replace a 4 , 667-acre agricultural portion of San Joaquin County with a built environment, and would significantly alter the existing rural visual quality of the site as seen from local roads . Finding : Changes or alterations have been required in, or incorporated into, the Project which avoid or substantially lessen the significant environmental effect as identified in the FEIR to a non-significant level .
