Statement of Fact : The impact will be mitigated by the <br /> following : <br /> • See Staff Report , Attachment C-1, Section D-1 . <br /> • In addition, height limitations on specific land uses <br /> will be imposed that will preserve and enhance <br /> vistas . With these limitations , building height will <br /> be substantially less than those utilized in the FEIR. <br /> • The Specific Plan must identify all techniques <br /> proposed to minimize the visibility of urban <br /> development south of Grant Line Road. Such <br /> techniques could include building setbacks , landscape <br /> screening, use of berms , fencing , and low building <br /> heights . <br /> • To maintain the rural character of the surroundings, <br /> additional landscaping with evergreen trees must <br /> occur along the existing major roads , which include <br /> Patterson Pass Road, Byron Road, and Grant Line Road <br /> (Figure 4 . 8-10) . These trees must be planted so that <br /> the canopies of the trees touch one another at <br /> maturity and form a solid edge along the roads . <br /> • Additional screening by trees must be provided along <br /> Old River and a small waterway adjoining Old River at <br /> the site ' s northeast corner . Along Old River, the <br /> landscaped area must be planted with species of trees <br /> and shrubs compatible with existing riparian <br /> vegetation. Species must also be chosen to provide <br /> effective screening so that the public using the <br /> levees for walking or bicycling would have a limited <br /> view of development on site. Similarly, at the small <br /> waterway, riparian landscaping must be provided. <br /> • Landscaping plans must be clearly identified in the <br /> Specific Plan for both existing and proposed <br /> roadways . Such plans must be used by "a design review <br /> committee established for this Project and <br /> responsible for design review prior to construction. <br /> • The Specific Plan must include a comprehensive sign <br /> program for the proposed C-FS district which would <br /> limit pole signs to a single identifying sign for the <br /> FS area; height and size restrictions will be imposed <br /> where feasible to lessen the visual impact . <br /> • See FEIR, Section 4 . 8 . <br /> C2-42 <br /> 0189r/0202r <br />
