P-2 . Potentially Significant Impact : Views of Mt . Diablo <br /> [ Impact 4 . 8-21 <br /> Views from public roads toward Mt . Diablo and the <br /> Mt . Diablo foothills to the west of the site would be <br /> screened by new buildings . <br /> Finding : Changes or alterations have been required in, <br /> or incorporated into, the Project which avoid or <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> These mitigation measures are listed below. <br /> Statement of Fact : The impact will be mitigated by the <br /> following : <br /> • View corridors towards the foothills and Mt . Diablo <br /> will be protected and enhanced by the incorporation <br /> of east-west vehicle and pedestrian corridors <br /> throughout the Project site. These corridors must be <br /> landscaped with trees to frame views to the west , and <br /> must be at least 40 feet wide to allow open views . <br /> • An open space corridor along the Project ' s western <br /> edge must be incorporated into the Project . Although <br /> access should be controlled to minimize trespassing <br /> onto adjacent agricultural lands , this area could <br /> provide significant views of the hills without the <br /> interruption of buildings . <br /> • The Specific Plan will include a comprehensive sign <br /> regulation program. <br /> • See FEIR, Section 4 . 8 . <br /> P-3 . Potentially Significant Impact • Height Limits <br /> (Impact 4 . 8-31 <br /> Industrial buildings along major view corridors could be <br /> as tall as 100 feet . Such buildings would create a <br /> dominant visual feature in areas that : ( 1) are not <br /> intended as the commercial centers of the Project; <br /> (2) would contract significantly with adjoining <br /> agricultural lands; and (3) would severely limit views <br /> for the motorist . Residential areas proposed adjacent to <br /> on-site open space would allow buildings up to 76 feet in <br /> height, which would create a strong visual contrast to <br /> the open space and also generate long shadows . <br /> Finding : Changes or alterations have been required in, <br /> or incorporated into, the Project which avoid or <br /> C2-43 <br /> 0189r/0202r <br />
