Potentially Significant Impac`_ : Seasonal Wetland Areas [ Impact 4 . 13-31 Development of the Project Site would eliminate seasonal wetlands and periodic wetla ._i areas such as irrigated pastures and drainage swales . Finding : Changes or alterations have been required in, or incorporated into , the Project which avoid or substantially lessen the significant environmental effect as identified in the FEIR to a non-significant level . In addition, according to Section 404 of the Clean Water Act , the Applicant would be required to obtain approval from the U. S . Army Corps of Engineers for any impacts on wetlands and a wetlands mitigation plan would be required. • A specific proposal or design of the 40-acre wetland shall be included in the Specific Plan, providing State and Federal wildlife agencies have approved of this concept .
