U-4 . Potentially Significant Impact : Marina/Old River <br /> [ Impact 4 . 13-41 <br /> Construction and operation of the proposed 60-acre marina <br /> would impact the productive inshore zone and riparian <br /> edge habitat of Old River . <br /> Finding : Changes or alteratio- s have been required in, <br /> or incorporated into , the Project which avoid or <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> These mitigation measures are listed below. <br /> Statement of Fact : The impact will be reduced by the <br /> following : <br /> • The FEIR proposes that the proposed 60-acre marina be <br /> eliminated in favor of a boat launch ramp and day use <br /> parking lot for the private use of the residents of <br /> the new community, and that boats with motors not <br /> exceeding 10 hp must not be permitted in this segment <br /> of the River . This would eliminate many of the <br /> potential hazards to the Old River aquatic system <br /> caused by a marina operation. However, the staff <br /> believes that a decision to delete the marina would <br /> be premature . The requirement to defer the marina at <br /> the General Plan stage pending further study would <br /> still allow the Applicant an opportunity to develop <br /> additional information, in conjunction with the <br /> Specific Plan, to show that the marina would not have <br /> significant impacts or that these could be mitigated <br /> other than by elimination of the marina . <br /> • Signs must be posted restricting boat traffic and <br /> limiting boat speeds to 5 mph along the length of the <br /> Project Site fronting Old River . <br /> • Prior to approval of the Specific Plan, a survey <br /> should be conducted along the banks of the Old River <br /> extending the length of the Project Site to confirm <br /> the presence of the California hibiscus, a Federal <br /> candidate 2 species . This survey must be done in <br /> August and September , the plant ' s blooming period. <br /> • A survey should be conducted of Old River along the <br /> segment bordering the Project Site to confirm the <br /> presence or absence of the Delta smelt . The survey <br /> should be conducted with the use of an otter trawl at <br /> intervals during the spring spawning season and prior <br /> to approval of the Specific Plan. If the species <br /> were detected, policies and specific measures for its <br /> C2-64 <br /> 0189r/0202r <br />
