• As already noted in Mitigation Measure 4 . 14-2 (c) , the <br /> Project sponsor should be required to coordinate the <br /> preparation and adoption of Project Study Reports <br /> with any Specific Plans . <br /> • At the time of reconstruction of freeway <br /> interchanges , ridesharing and transit usage should be <br /> promoted by providing ramp metering and HOV bypass <br /> lanes on all reconstructed interchanges . <br /> • As part of the Project Study Report( s) prepared by <br /> the Project sponsor for the I-205 and, possibly, <br /> I-580 interchanges , additional improvements to the <br /> mainline freeway facilities required to mitigate <br /> Project impacts should be identified. The Project <br /> sponsor should be required to fund the Project ' s fair <br /> share cost of the lane improvements . <br /> • These mitigatic. :rovide reasonable assurance that <br /> the necessary interchange improvements will be <br /> available concurrent with the increased traffic <br /> volumes generated by the Project . <br /> • See FEIR, Section 4 . 14 . <br /> V-2 . Potentially Significant Impact • Traffic Increases on <br /> Nearby Roads <br /> [ Impact 4 . 14-41 <br /> The Project would contribute to the need for improvements <br /> on Altamont Pass Road, 11th Street , Grant Line Road <br /> (between Altamont Pass Road and I-580) , and Grant Line <br /> Road east of Byron Road. <br /> Finding: Changes or alterations have been required in, <br /> or incorporated into, the Project which avoid or <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> These mitigation measures are listed beloO. <br /> Statement of Fact : The impact will be reduced by the <br /> following : <br /> • The Applicant must contribute a proportionate share <br /> toward the cost of future improvements on <br /> 11th Street , Altamont Pass Road, Grant Line Road <br /> between Altamont Pass Road and I-580 , and Grant Line <br /> Road east of Byron Road (Figure 4 . 14-10) . <br /> Proportionate shares toward improvement costs must be <br /> based on the proportion of future traffic increases <br /> due to the Project .
