require coordination between the Applicant , the City <br /> of Tracy, and San Joaquin County at the time of the <br /> preparation of the Infrastructure and Financing Pl = , <br /> accompanied by the first phase Specific Plan . <br /> Imorovements within Alameda County should be revie:aed <br /> and coordinated with Alameda County. San Joaquin <br /> anty should consider developing a program of <br /> traffic impact fees in order to provide cities with <br /> funding for improvements to accommodate traffic from <br /> new town developments . <br /> • The Applicant must contribute a fair share toward <br /> extending local transit service from the City of <br /> Tracy to the Project Site to reduce the number of <br /> Project vehicle trips on 11th Street and Grant Line <br /> Road East . Specific arrangements for funding and <br /> operating the transit service must be determined by <br /> the County, the City of Tracy, and the Project <br /> Sponsor , and must be consistent with Countywide <br /> transit service arrangements . <br /> • The County shall consider realigning Grant Line Road <br /> to form a continuous segment where it meets Byron <br /> Road. As part of the realignment of Grant Line Road, <br /> need for a grade-separated crossing of the existing <br /> Southern Pacific railroad tracks must be evaluated . <br /> • The Applicant must either provide a southbound HOV <br /> lane and associated ramp metering improvements along <br /> Grant Line Road between the Project Site and I-580 , <br /> or be responsible for providing a fair share of an <br /> additional travel lane in each direction on Altamont <br /> Pass Road between Grant Line Road and I-580 . <br /> • According to the FEIR, these improvements have been <br /> calculated to assure the maintenance of adequate <br /> levels of service for Project plus cumulative traffic <br /> growth on these roads . <br /> • See FEIR, Section 4 . 14 . <br /> V-3 .
